The role

As the Senior Public Health Advisor, you will assist the programme teams with water supply, sanitation and health promotion in IDP camps, villages, health centres and schools in 5 provinces in Congo-DR. As part of the Programme Quality and Learning Team, your aim will be to improve the quality of public health interventions, including malaria and cholera prevention. You will work closely with other advisers to ensure effective mainstreaming of gender, protection and HIV/AIDS in public health interventions.

Managing a Public Health Engineering Advisor, a Roving Public Health Promoter and a Water Policy Advisor, you will support the programme teams to monitor progress and evaluate impact. You will also ensure that Oxfam’s programme quality is in accordance to Oxfam GB's guidelines and protocols and the international standards to which Oxfam follows.
You will be responsible for capacity building for Oxfam GB’s teams in the DRC and of its Congolese partners in public health. You will ensure that Oxfam GB co-leads the WatSan Cluster effectively, whilst working closely with national and international NGO's and UN organisations (UNICEF in particular) in planning and developing comprehensive public health programmes.

What we are looking for

We are looking for a Water or Public Health Engineer with substantial experience in a similar role that focuses on Water & Sanitation and Public Health Promotion. Experience in capacity building of national and international staff, as well as of national partner organisations is essential. The Senior Public Health Advisor needs to be an innovative thinker and a team player, willing to listen and learn from others, and able to translate lessons learned into policy recommendations. He or she also needs to have strong gender awareness and know how to mainstream gender into programming. Fluency in French is required, as well as knowledge of English at a working level. Experience with staff management, coaching and performance management is desirable. Willingness to travel frequently to programme areas is essential.
